no, a biscuit is not a cookie...we call our cookies, biscuits.
A hard, flat, sweet, baked batter is called a biscuit, here in the USA you call it a cookie. The flour and water mixture baked and served as a bread here is called a biscuit. We call a flour/water/butter and various other ingredients (baking powder, sweetener, fruit or savoury additives) baked batter which is light and soft inside is called a scone (pronounced SKONN.) I note that a scone here is like a rockcake..hard inside but not as hard as a cookie (this is confusing) and its pronounced SKONE.
We actually dont have anything which is like an American biscuit as our scones are always freshly baked and light. Biscuits are much drier and denser. Thus: a hard flat sweet and crisp substance which contains chocolate chips would be a Chocolate Chip Cookie in the USA but a Chocolate Chip Biscuit (or bikkie) in NZ/Aust/UK
